Do You Need a License to Operate a Skid Steer or Excavator in Florida?

No. Florida does not issue a state license for operating a skid steer, mini excavator or compact track loader, and a homeowner can run one on their own property. Employers are a different story: federal OSHA rules require them to train workers to operate equipment safely, and trench work 5 feet or deeper has strict protection rules.
Homeowners
You do not need a license to run a rented skid steer or mini excavator on your own property in Florida. You do need to:
- Call Sunshine 811 at least 2 full business days before any machine digging. The homeowner exemption in Florida law only covers digging up to 10 inches deep on your own single family lot. See our 811 guide.
- Check permits. Pool fills, structural footings, tree removals and drainage changes often need a city permit even when the equipment does not.
- Follow your HOA rules on contractor hours and where equipment can sit.
Contractors and their crews
Florida does not license the operator. Federal OSHA construction standards put the duty on the employer:

Many general contractors also ask for proof of training on their sites. A manufacturer or third party operator course is the usual way to document it.
